At present, there is no systematic standard for the recycling products of construction waste in our country. The main methods of resource utilization and disposal of construction waste in the country are landfilling, hill-building and on-site mobile equipment disposal. During the disposal process, environmental pollution is severe, and no market-recognized business model has been formed. In some regions, fixed facilities are adopted for disposal, and the resource utilization rate is generally below 80%. The non-recycled part will cause serious secondary pollution. The profit model is mainly based on government subsidies and policy support, and without subsidies, normal operation cannot be maintained. The construction waste industry in our country has an extremely urgent demand for resource utilization and high value-added utilization of construction waste. However, the current number of recycled product standards in our country is small, the standards are low, and the standards are outdated. Each link of construction waste resource utilization needs clear standards to regulate. 

 

Resource utilization is the solution to the predicament of the "building waste encirclement". 2016 was the starting year of the implementation of the "13th Five-Year Plan". In the "Several Opinions on Further Strengthening Urban Planning, Construction and Management", it was first clearly stated that "within about five years, we will strive to basically establish a system for the recycling and reutilization of building waste". In the "13th Five-Year Plan Outline for National Economic and Social Development", it was also clearly proposed to accelerate the construction of systems for the resource utilization and harmless treatment of urban food waste, building waste and used textiles, and to promote the standardized development of remanufacturing. 

The recycling of construction waste is an effective way to deal with urban garbage and is also an important measure for China to implement its innovation strategy. The phenomenon of garbage encircling cities in China is becoming increasingly severe, with construction waste accounting for about 40% of the total urban garbage. Recycling construction waste not only reduces the pressure of urban garbage but also improves the environmental quality of the world, and turns garbage into resources, promoting the development of the circular economy. Relevant technological innovations and advanced production equipment and standards will become important practical achievements in implementing the national innovation strategy. 

Meanwhile, the investigation of "informal construction waste disposal sites" will release the market for waste removal and rectification. On December 2, 2016, a teleconference on the investigation and rectification of informal waste disposal sites was successfully held. The meeting proposed to thoroughly implement the work requirements put forward by the leaders of the country, further unify thoughts and clarify responsibilities, and carry out the investigation and rectification of informal waste disposal sites throughout the country to solve the problem of urban waste "going up mountains and down fields". 

On January 6, 2017, the "Notice on Conducting the Investigation of Unregulated Garbage Disposal Sites" was issued. The investigation targets were various unregulated garbage disposal sites formed due to random garbage dumping in urban and rural areas, as well as floating garbage of a certain scale in rivers (lakes) and water conservancy hubs. The types of garbage included construction waste. The investigation scope covered all counties (cities, districts) across the country, with the key investigation areas being urban-rural fringe areas, environmentally sensitive areas, main transportation routes, and the management areas of rivers (lakes) and water conservancy hubs. The notice stipulated that by 2020, the national investigation and rectification of "garbage mountains" would be basically completed. 

 

At present, the process of resource utilization for construction waste in China still requires strong support from the government and the establishment of relevant policies and regulations. The current laws and regulations concerning construction waste in our country mainly focus on the impact of construction waste on the urban environment, and do not cover the aspect of resource utilization of construction waste; there is no unified and clear definition of the responsible party for construction waste disposal; and the penalties for violating the laws and regulations are relatively lenient. 

The development of the construction waste resource utilization industry requires financial support. The initial research and development investment in the construction waste resource utilization industry is huge. Whether it is the construction waste resource recycling technology, the classification and recycling of construction waste into aggregate materials, etc., a large amount of investment is needed. Currently, the government's support for the fixed investment of construction waste resource utilization enterprises is still insufficient. Only some regions have issued fiscal subsidy standards for the fixed investment of related enterprises. 

 

We should actively improve the management system for construction waste recycling. Although our country generates a large amount of construction waste every year, there is no mandatory and agreed-upon recycling mechanism, channels or management system. Construction, demolition and transportation enterprises often dump or bury construction waste randomly to reduce disposal costs. 

The construction industry in our country is currently experiencing rapid development. However, the advancement of building waste resource utilization has lagged significantly. The comprehensive utilization of building waste is urgently needed. The state will strongly support the promotion of building waste resource utilization. The market space for the construction waste treatment industry is considerable, and its future prospects will be even more promising.
