Through years of research and design on treatment processes, it has been found that the design of solid waste treatment processes directly affects the operating costs of corresponding production lines. Targeted optimization of production lines can be achieved by manually controlling design factors, including treatment capacity, end material output, usage, or potential market value. Taking the treatment ideas of plastic waste in mixed household waste treatment processes and recyclable waste processes as an example, when recyclable plastics are in mixed household waste, they are soaked in leachate or adhered to organic matter. If they need to be reused as resources, the design of screening, washing, purification and other processes will lead to an increase in resource costs. A more optimized design solution is to directly sort and incinerate them in the furnace; When recyclable plastics are present in recyclable waste, the design of direct photoelectric sorting can significantly reduce the cost of resource utilization.

The process design of garbage disposal requires the design party and the owner to conduct research on the following information in advance: (1) garbage material properties (material composition, moisture content, etc.). (2) Process ideas (choose resource utilization route, fuel utilization route, or mixed route). (3) Potential market for resource-based or fuel based materials (based on local market analysis of the types of resource-based or fuel based materials and the potential market value growth of each type of resource-based material). After both parties have a comprehensive understanding of this information and reached a consensus, the goal of rationalizing, practical, and economical design of the process flow can be achieved
From the perspective of the development of the solid waste industry, due to the lack of backend classification processing technology and facilities, the vast majority of regions are currently unable to achieve integrated management and operation of "front-end classification collection and transportation" and "end of pipe classification disposal". The relevant government needs to encourage the application of new and efficient technologies through policies in order to fill the gaps. In order to achieve a complete classified waste treatment model in the 3.0 era of the solid waste industry, including "residential classification and disposal", "front-end classified collection and transportation", "mid-range classified treatment", and "end of pipe classified disposal", the government also needs to help promote the construction of classified waste treatment industrial parks, coordinate various types of waste treatment, and improve the collaborative treatment capacity of existing facilities to fill the gap in technical and facility support for "front-end" and "end of pipe", ultimately achieving the goal of rational incineration and harmless landfill.

At present, the level of domestic waste treatment plants varies greatly. Before the 3.0 era, many waste production lines in China were completed by "mechanically copying" advanced foreign equipment or technology; In the 3.0 era, it is strongly advocated to carry out garbage classification and treatment work that is suitable for Chinese characteristics.
