The main treatment methods for household waste in China are landfill and incineration, with landfill occupying a dominant position. Landfill treatment has the characteristics of simple methods and low technical barriers, and has been widely used as a treatment method in China for a long time. However, landfills occupy a large area and have a short service life, which may not only affect groundwater and soil environment, but also cause a large amount of waste of organic matter, which contradicts the concepts of sustainable and green development. However, incineration treatment has developed rapidly in recent years due to its small footprint, ability to achieve significant reduction and generate electricity.
In major cities and economically developed coastal areas of our country, land resources are scarce, and the proportion of recyclable household waste and waste calorific value are high. Therefore, while ensuring the classification and recycling of recyclable materials and kitchen waste, it is advisable to adopt incineration as the main treatment method, which can meet the requirements of reduction and generate clean energy; In other small and medium-sized cities, the calorific value of household waste is relatively low and the economic foundation is relatively poor, so it is more suitable to adopt a treatment route that mainly relies on landfilling and combines with resource utilization technologies such as composting.
The buyout trade method involves the government funding the purchase of equipment and waste disposal technology from the United States, and producing and selling them themselves, such as the Yangzhou and Hefei models. The problem brought by this buyout fund operation method is that the garbage plant cannot operate normally, cannot generate good economic and social benefits, and the government's investment cannot be guaranteed. The reason for this result is:
(1) The change of government leadership has affected the normal operation of the garbage plant;
(2) The promised garbage disposal fee (i.e. subsidy) by the government cannot be paid on time;
(3) The product cannot be sold. Therefore, the use of buyout as a means of government investment has more disadvantages than advantages. Based on China's national conditions and the difficulties it faces, it has been proven in practice that using compensation trade as the funding operation method is currently the best solution.
